175F (79.4C) may not be enough to turn on the fan. These are the normal engine temps: 112°C ECO mode (economy) 105°C Normal mode. 95°C Highmode. 80°C High + mapped thermostat mode. so at idle, the fan shouldn't kick on until at least 200°F, probably 220°F or 230°F. also, that is not an aux fan, it is THE fan.
Normally, the auxiliary fan does not turn on unless A) you have your A/C turned on (and your A/C system is working properly), or B) it's a very hot day outside. The A/C and warmer temps will kick on the low-speed setting. I can't imagine anything short of racing or a desert triggering the high-speed setting.
When a BMW X3 cooling fan fails, the fan will not activate or only activate at high speed. You can check cooling fan operation by turning on your air-conditioning and listening for the fan to activate. When replacing your electronic cooling fan, you will want to work with the engine cold and disconnect the battery's negative cable.
Airflow will be the only factor that may be related to the recall. If you cant control blower speed or if you have no blower at all then the recall would most likely fix it.
